A monarch is a sovereign ruler, including kings, queens, emperors, empresses, and in the case of independent principalities (those which do not fall under the rule of any kingdom or empire), princes and princesses. While most monarchs of the Middle Ages were heads of government, some monarchs (known as regents) were only heads of state.
